The Decreto Flussi 2027 procedure is entering its operational phase. Employers can prepare applications for work authorisation (nulla osta) from 9 am on 23 October until 8 pm on 7 December 2026. Final submission will take place on four designated opening dates, known as click days, between 12 January and 18 February 2027, depending on the entry category. All times refer to Italy.

Decreto Flussi 2027: available quotas

The Prime Minister’s Decree of 2 October 2025, which plans legal entry for foreign workers over 2026–2028, allocates 165,850 entries for 2027. This total comprises 76,200 places for non-seasonal employed work, 89,000 for seasonal employment in agriculture and tourism, and 650 for self-employment.

Within the non-seasonal employment quota, the decree reserves 14,000 entries for family care work. This distinction matters to families, businesses and intermediaries: choosing the correct category determines both the application form and the date from which the employer can submit the application.

Decreto Flussi 2027: preparation by 7 December

Employers must prepare applications through the Italian Ministry of the Interior’s ALI Services Portal. Access requires a SPID digital identity or an Italian electronic identity card (CIE). The preparation window is available every day, without hourly restrictions, until 8 pm on 7 December 2026.

However, preparing an application does not mean submitting it. At this stage, the employer or authorised representative enters the information, attaches the required documents and brings the application to the status needed for submission. The legally effective transmission takes place only on the click day assigned to the relevant category.

From 9 to 13 December 2026, the system will reopen so users can view information acquired asynchronously, correct existing applications and complete them until they are ready to send. Users cannot start new applications during this period. Waiting until the last few days is therefore risky: users cannot recover an application during the later stage if they did not create it before the first window closed.

Decreto Flussi 2027: click day calendar

Employers can submit prepared applications from 9 am on the date assigned to each channel:

  • 12 January 2027: seasonal agricultural employment, using form C Stag agricolo.
  • 9 February 2027: seasonal tourism employment, using form C Stag turistico.
  • 16 February 2027: non-seasonal employment, using form B2020.
  • 18 February 2027: non-seasonal family care employment, using form A bis.

Employers may submit applications until 31 December 2027, subject to the available quotas. Where demand exceeds the number of places, submitting promptly remains important.

Decreto Flussi 2027: checks before submission

Therefore, click day speed cannot replace careful preparation. Before completing the application, check that the selected form, business sector, duties, workplace, employment duration and worker’s details are consistent. Personal data errors or information that does not match the documents can delay processing or jeopardise the application.

The employer should also carefully check the financial and organisational requirements, proposed employment terms, suitable accommodation where required, and supporting documentation. If a professional or trade association handles the application, they should arrange authorisations and delegated access before submission day.

  • Check that SPID or CIE is active and that access to the ALI Portal works.
  • Select the form matching the entry category and employment sector.
  • Check the worker’s personal details, passport, contact information and country of residence.
  • Ensure the job offer, working hours, pay and applicable collective agreement are consistent.
  • Complete every section and confirm the application has the required status for submission.
  • Keep copies of the documentation and electronic submission receipt.

Decreto Flussi 2027: after the click day

After submission, the application enters the procedure for obtaining work authorisation. A submission receipt does not mean approval and does not automatically authorise entry into Italy or the start of employment. The competent authorities must still carry out their checks. If the outcome is favourable, the parties must then complete the visa and entry procedures.

Monitoring the application is therefore an integral part of the process. In particular, check its status on the portal regularly, respond promptly to requests for additional information and keep the employer, worker and intermediary in contact. Even after the authorities grant work authorisation, the parties must coordinate the next steps without confusing the different documents and deadlines.

Why preparing early matters

Decreto Flussi 2027 provides a significant number of entries, but the procedure follows strict windows and technical requirements. The most prudent approach is to complete the application early, cross-check the documents and arrange portal access before the click day.

For businesses and families, choosing the wrong channel or providing incomplete information can delay the worker’s availability. For advisers and professionals, organising applications with clear priorities and responsibilities reduces the risk of overlapping tasks during submission. The decisive factor is not simply speed: it is reaching the opening date with a correct, complete and consistent application.

The operational framework derives from the Prime Minister’s Decree of 2 October 2025 and Joint Circular No. 7185 of 1 October 2026. Since the authorities may update instructions and portal functions, consult the Ministry of the Interior’s official communications and check the current instructions applicable to the individual case before proceeding.
